This section will discuss on adding colors to your artwork. We will pick up where we left off so it won't start at step 1 but step 8.
Step 8:

Right under the outline layer, create a new layer (Layer>>New>>Layer) and color it with a different color, preferably a very light color you won't be using on the artwork itself. I chose mint green because that color won't be present on Tonks. That way, I could see which ones to color better. I would've chosen white, but that color makes it hard for me to see if I colored the eyes and teeth right. The result will look somewhat like the second image.
Step 9:

Above the colored layer (Layer 1), create a whole new layer (Layer>>New>>Layer). As you can see, I have named it hair, eyes, mouth. I put it all in one layer to make it quicker but you can separate it if you like. If you don't understand layering, think of it as having different tracing papers on top of the other. This is to ensure that colors wont overlap. Just remember to keep the OUTLINE layer at the top at all times. Later, as the coloring goes on, you'll have to create more layers. Just remember to position them properly.
Step 10:

Note that the highlighted layer is hair eyes mouth. Be careful with the layers you choose! As for coloring, I often use the polygonal lasso tool since it's easy to use. I trace along the borders of the outline and when the marquee is complete, I fill in the colors.
Step 11:

Continue to create layers and color your art using the outline as your guide. As you can see on the second image, I've created different layers and the last one is skin.
